Houston Police Department's own 2,040 is the highest single-agency concentration we find anywhere in the country, while El Paso, a city of nearly 700,000, records 272 in total.

The Houston figure is the outlier worth understanding. At 2,040 of 4,104 mapped cameras, Houston Police Department accounts for roughly half its metro on its own — where Los Angeles Police Department accounts for 9% of its metro. Add the Harris County Sheriff's 694 and two agencies cover about two-thirds of everything mapped around Houston.
Operator attribution comes from OpenStreetMap tagging where recorded, and otherwise from the convention that a camera inside a jurisdiction is run by that jurisdiction — a strong signal, not a confirmed record. Flock Safety is the most-tagged manufacturer in all six Texas metros.
